Purpse The key purpse f this assignment is t prvide technical assistance n the review f the implementatin f Minimum Service Standard (MSS) f basic services delivery in Indnesia, specifically in educatin sectr. The result f this review will infrm Gvernment f Indnesia (GI), particularly, the Ministry f Educatin and BAPPENAS n the challenges and pprtunities in executing ptimal strategy t implement MSS at the natinal and subnatinal level as well as actin based recmmendatins fr GI t implementing MSS n basic services. The assignment cnsists f 2 studies namely Levelling Indicatr f MSS and Csting Indicatr f MSS. Bth studies will be fcusing assessment f existing MSS in Basic Services. While the frmer will explre and assess whether the current MSS indicatrs are defined and peratinalized using input-prcess-utput principles, the latter will be fcusing its attentin int fiscal capacity required t meet the achievement f MSS. Steps undertaken in this study will include literature review f the existing evidence, develping the Ringkasan Pryek KOMPAK (Klabrasi Masyarakat dan Pelayanan untuk Kesejahteraan) merupakan sebuah prgram yang besar dan sangat kmpleks dan ditempatkan sedemikian uniknya sehingga menjadikan nilai tambah terhadap usaha-usaha Pemerintah Indnesia sendiri dalam meningkatkan kndisi ssial dan eknmi warga negaranya; yang ditujukan pada perluasan eknmi dan penanggulangan kemiskinan di Indnesia. Abt JTA mendukung penyelenggaraan pelayanan dasar termasuk kesehatan dan pendidikan sambil mengidentifikasi hambatan dan kendala yang ada dalam tata kella. Pekerjaan ini akan mendampingi implementasi Undang-Undang Desa, peraturan nasinal baru yang memberdayakan masyarakat lkal dan meningkatkan pengarusan uang langsung ke pemerintahan dan pelayanan desa. KOMPAK berusaha untuk memperkuat kapasitas di semua tingkat pemerintahan guna meningkatkan pelayanan, memberikan tanggapan akan kebutuhan-kebutuhan warganya serta memberikan kntribusi demi stabilitas kemakmuran. Tujuan Tujuan utama dari penugasan ini adalah untuk memberikan bantuan teknis terkait dengan kajian pelaksanaan kebijakan Standar Pelayanan Minimum (SPM) pelayanan dasar, khususnya bidang pendidikan di Indnesia. Hasil dari kajian ini akan digunakan leh Pemerintah Indnesia, utamanya BAPPENAS dan Kementrian Pendidikan Nasinal sebagai bahan pertimbangan untuk menentukan pilihan ptimal dalam pelaksanaan kebijakan SPM di di pusat dan daerah. Selain itu kajian ini akan menyajikan rekmendasi aksi bagi pemerintah Indnesia dalam pelaksanaan SPM Pelayanan Dasar. Kajian ini terdiri dari 2 studi yaitu Levelling Indikatr SPM dan Pembiayaan Indikatr SPM terkait Pelayanan Dasar. Studi Levelling Indikatr SPM akan melihat sejauh mana indikatr SPM menganut dan mempraktikan prinsip input-prses-utput, sedangkan studi pembiayaan indikatr SPM akan mengkaji pla pembiayaan ptimal yang dibutuhkan untuk mendukung pencapaian SPM. Each will be wrking cllabratively with technical experts in health, educatin, and public wrks sectrs. Amng thers, the leads will be playing their rles in managing the team, synthesizing inputs frm the team, and playing as fcal pint f the review befre the respective gvernment.
