Strategic efforts to increase cooperative competitiveness need to be carried out in a planned and sistematic manner involving government and business sectors. The government strategies among others consist of encourage cooperative orientation to international markets, improving the ability to utilize information technology, increasing access to productive resources, especially capital, increasing the availability of facilities and infrastructure of production, promotion, transportation and product distribution, improve the ability and skills of managers. On the other hand, cooperatives need to do joined efforts to build competitive industries, improve the production process as well as build a network of strategic alliances among cooperatives at national and international levels. keywords: strategy, empowerment, competitiveness 1.
