ABSTRAK KONSERVASI PEMANFAATAN AIR SITU GEDE TASIKMALAYA DALAM RANGKA RESTORASI FUNGSI Oleh : Lulu Zakiah Departemen Teknik Sipil Institut Teknologi Bandung Dengan adanya degradasi fungsi Situ Gede yang pada awalnya ketersediaan airnya dapat dimanfaatkan untuk pariwisata, irigasi dan bahkan air baku secara optimal, kini fungsi situ tersebut sudah dalam kondisi yang agak kritis baik dari aspek kehandalan suplai bahkan terjadi sedimentasi yang relatif berlebihan yang memberikan dampak kepada penurunan pemanfaatan air di hilir situ tersebut. Penelitian ini mengkaji berbagai aspek dalam rangka restorasi fungsi Situ Gede agar dapat diberdayakan kembali berdasarkan kajian kuantitatif dan kualitatif dengan teknik optimasi dan metode Analitic Hierarchy Process (AHP) sebagai alat bantu untuk pengambilan keputusan dalam rangka konservasi dan restorasi Situ Gede tersebut. Teknik Optimasi diterapkan untuk mengevaluasi kembali jumlah ketersediaan air bulanan dengan 3 skenario untuk pariwisata saja (skenario I), pariwisata dan irigasi (Skenario 2), dan pariwisata, irigasi dan air baku (Skenario 3), berturut-turut, berdasarkan potensi situ sendiri, suplai tambahan dari sumber lain, dan dari kawah Gunung Galunggung. Berdasarkan hasil model optimasi, Skenario 1 tidak ada kelebihan air selain untuk kegiatan irigasi. Sedangkan Skenario 2 dibutuhkan tambahan suplai minimum sebesar 0,557 m j /dctik untuk irigasi dan meningkatkan tambahan supply air Baku rata-rata bulanan sebesar 0,725 MCM. Untuk Skenario 3, dengan suplai rencana sebesar 1,3078 m ; /detik sisa airnya dapat dimanfaatkan untuk irigasi (tidak ada.shortage) dan air haku rata-rata bulanan sebesar 2,698 MCM. Di samping itu, berdasarkan simulasi pemodelan akumulasi sedimen, yang hertujuan untuk mengetahui dampak perubahan outflow Situ Gede, menunjukkan terjadinya penurunan outflow sebesar 0,5% setiap tahunnya. Urutan prioritas yang dihasilkan adalah pertama Skenario 1 (bobot 0,580), kedua Skenario 3 (bobot 0,228) dan yang terakhir adalah Skenario 2 (bobot 0,192). Urutan prioritas bersebut berdasarkan kriteria Biaya Investasi dan Operasi Pemeliharaan, Utilization (objectives) Scale, Kehandalan Suplai tambahan ke Situ Gede, dan
Sedimentasi yang memiliki tingkat kepentingan 0,412; 0,268; 0,218., dan 0,101; berturutturut. Namun demikian, hasil analisa sensitivitas menunjukkan bahwa prioritas Skenario 1 tersebut relatif sensitif terhadap kriteria skala pemanfaatan, yang berarti bahwa apabila tingkat kepentingan kriteria ini diperbesar maka prioritas tersebut tidak akan menjadi prioritas pertama (utama) lagi dan Skenario 3 akan berubah menjadi Skenario pertama (utama).
ABSTRACT KONSERVASI PEMANFAATAN AIR SITU GEDE TASIKMALAYA DALAM RANGKA RESTORASI FUNGSI Oleh : Lulu Zakiah Departemen Teknik Sipil Institut Teknologi Bandung Degradation function of Situ Gede (Lake Gede) becomes crucial at present time compared to its function at initial condition when it was used for tourism, irrigation, and raw water supply within an optimal use. The crucial aspects are related to the reliability of supply to Situ Gede and sedimentation to affect the decrease of water level and water supply for downstream demand. The research concerns with various aspects due to the Situ Gede restoration that is aimed to increase the potential uses based on the quantitative and qualitative model by using optimization technique and Analitic Hierarchy Process (AHP) as tools to support the decision making related to conservation and restoration of the Situ Gede.The optimization technique is applied in order to evaluate the amount of monthly water availability within 3 scenarios i.e. tourism ounly (Scenario 1), tourism and irrigation (Scenario 2), and, tourism, irrigation and raw water (Scenario 3), respectively, based on the potency of Situ Gede itself, new additional supply from other sources, and additional supply from Galunggung Crater. Based on the optimization model results, there is no water avialibilty for other uses beside for tourism activity fin- Scenario I. On the other hand, Scenario 2 needs more supply 0.557 cms for irrigation and may increase raw water supply 0.725 MCM in monthly average. Scenario 3 within additional supply 1.3078 cms can meet irrigation demand and provides more raw water supply 2.698 MCM in monthly average. In addition, based on simulation of accumulated sedimentation model, that is aimed to identify the effect of firm outflow change of Situ Gede Release, indicates that occurs the decrease of outflow 0,5% annually. The priority order based on AHP results show that the the first priority is Scenario 1 (weight 0.580), the second is Scenario 3 (weight 0.228) and the third is Scenario 2 (weight 0.192). Those priorities based on various criterias such as Investment
Cost and Operation Maintenance, Additional Supply Reliability to Situ Gede, and Sedimentation within level of interest 0.412, 0.268, 0.218 dan 0.101, respectively. On the other hand, sensitiviy analysis results indicate that Scenario I as the first priority to be programmed is relatively sensitive due to Utilization Scale (Objectives Scale), and it means that if the level of interest of the criteria is increased then the Scenario 3 will be the first scenario instead of Scenario 1.
