Terdapat 2 konsep pendekatan: 1. Berdasarkan kerugian (Loss) biaya untuk tiap individu produk yang menyimpang dari target. Menggunakan teori Taguchi s Loss Function 2. Berdasarkan struktur biaya keseluruhan organisasi usaha. Menggunakan teori COQ atau model PAF Pada tahun 1951, Joseph Juran di dalam bukunya Quality Control Handbook menyebutkan 4 jenis dari COQ yaitu: Prevention, Appraisal, Internal failure dan External failure cost,
B. Taguchi's Loss Function Suatu konsep yang digunakan untuk menunjukkan bagaimana suatu produk yang tidak persis seperti yang diinginkan mengandung suatu nilai kerugian. Tidak persis seperti yang diinginkan dimaksudkan tidak persis seperti target standar Ditunjukkan melalui kurva parabola dengan titik minimum sebagai target spesifikasi yang diinginkan. Setiap deviasi dari titik tersebut menyebabkan kerugian dengan peningkatan kerugian berbentuk pangkat dua (kuadratik)
Semua nilai proses yang tidak persis dengan nilai target akan mengandung kerugian. Makin dekat dengan nilai target makin kecil loss. Oleh karena itu perlu perbaikan kontinu menuju target
Persamaan : Kerugian pada titik tertentu x: L(x) = k*(x-t)^2 Dimana, k = konstanta (koefisien kerugian) x = titik pengukuran dengan nilai kerugian L t = nilai target Rata-rata kerugian dari sejumlah sampel: Ls = k*(s^2 + (pm - t)^2) s = standar deviasi sampel pm = Rata-rata sampel (rata-rata proses) Total Kerugian = Ls * Jumlah sampel
Aplikasi: Suatu produk akan diproduksi dengan spesikasi ukuran berat adalah: Berat = (0.500 ± 0.050) Kg Titik pengukuran dengan nilai 0.505 diketahui mengakibatkan kerugian sebesar 0,45 rupiah per unit Dengan demikian kontanta koefisien kerugian adalah: L(x) = k * (x-t)^2 0.45 = k * (0.505-0.500)^2 k = 18000

Rata-rata kerugian dari sejumlah sampel: Ls =k * (s^2 + (pm - t)^2) Ls = 18000 * (0.022^2 + (0.501-0.500)^2) = 8.73 Rata-rata kerugian per unit dari sampel tersebut = Rp. 8.73. Kerugian untuk total 30 buah sampel, = Ls * Jumlah sampel = Rp. 8.73 * 30 = Rp. 261.90 Jika suatu batch produksi menghasilkan 1000 produk, Maka kerugian per bach = Rp. 8.730
Untuk membuat kurva Taguchi: Hitung kerugian tiap titik: Pada titik 0.500 kerugian = 0 Pada titik 0.501 kerugian = 18000 (0.501-0.500)^2 = 0.018 Pada titik 0.536 kerugian = 18000 (0.536-0.500)^2 = 23.328
Quality cost menunjuk hanya kepada failure cost saja, sedangkan COQ disebut juga biaya kesesuaian dengan standar yaitu conformance cost (Prevention + Appraisal) di tambah biaya non-conformance (failure cost) Appraisal Costs Biaya pengendalian dan pengawasan mutu produk pada tiap tahap mulai proses desain sampai ke tangan konsumen. Pengendalian dan pengawasan tersebut dalam rangka memenuhi standar. Contoh: Mencakup biaya inspeksi, pemeriksaan, pengukuran, analisa, testing dan peralatan, biaya audit eksternal dan internal.
Prevention Costs Biaya atas usaha yang ditujukan untuk mengidentifikasi dan mencegah terjadinya produk yang tidak memenuhi standar serta proses produksi yang menyimpang. Contoh: Biaya training, biaya penetapan kapabilitas produksi, biaya quality planning, product reviews, Design of Experiments, quality improvement teams. Internal Failure Costs Biaya atas perbaikan produk dan proses akibat ditemukannya produk dan proses yang menyimpang di dalam fabrik.
Contoh: rework, producing scrap, retesting, troubleshooting, additional inspection, corrective action costs External Failure Costs - Semua biaya perbaikan terhadap produk dan proses menyimpang yang harus dikeluarkan setelah produk sampai di tangan konsumen. Biaya atas ketidak sesuaian produk dengan keinginan konsumen. Contoh: biaya complaints, biaya transport pengembalian, biaya perbaikan di lapangan/distribusi, penarikan produk (recalls), penukaran (replacements), kehilangan order (loss of orders)
Rata-rata COQ di industri adalah 25% dari total sales. Laporan manajemen umumnya mencantumkan sekitar 10%. Para ahli merekomendasikan berada pada nilai sekitar 2.5 %. Baik jika komponen Prevention cost > Appraisal > Internal > eksternal Buruk jika Internal failure cost = Eksternal failure > Prevention dan Appraisal cost. Sekitar 60-90% Internal Failure costs disebabkan oleh non conformance

Contoh-Contoh Kasus: Contoh 1. Terlalu besar biaya inspeksi, terlalu banyak produk yang gagal dan proses yang menyimpang. Tapi dalam kasus ini usaha telah dilakukan sedemikian rupa untuk mencegah produk yang menyimpang untuk sampai ke konsumen. Jika dilakukan penelitian mendalam tentang penyebab penyimpangan maka kedua komponen biaya Appraisal dan internal failure dapat diturunkan.
Contoh 2. Terlalu besar biaya akibat kekecewaan konsumen. Meskipun biaya prevention sudah cukup besar, akan lebih baik jika lebih fokus ke appraisal. Karena hal ini akan menurunkan EFC dan dapat mengantarkan kepada penemuan penyebab produk gagal. Untuk sementara hal ini akan menyebabkan peningkatan IFC, akan tetapi informasi yang diperoleh dari appraisal akan memungkinkan peningkatan mutu.
Contoh 3. Kontrol terhadap COQ berhasil dilakukan. IFC dan EFC dapat dianggap rasional. Biaya telah diusahakan untuk disalurkan pada usaha prevention. Perbaikan dapat dilakukan dengan mencoba meningkatkan biaya appraisal. Hal ini dapat menyebabkan penurunan EFC dan meningkatkan IFC. Keuntungannya adalah data hasil IFC dapat digunakan untuk meningkatkan mutu, disamping itu untuk jangka panjang lebih baik jika IFC > EFC. Karena EFC dapat menyebabkan komplikasi lain, atau biaya tak terduga.
