PENGEMBANGAN PIRANTI-LUNAK EVALUASI BERBASIS CONCORDANCE ANALYSIS METHOD, (Studi Kasus Penerapannya dalam Evaluasi Proyek Jalan To! Dalam Kota Bandung (JTDKB))
RINGKASAN PENGEMBANGAN PIRANTI-LUNAK EVALUASI BERBASIS CONCORDANCE ANALYSIS METHOD, Suwardo, 2000, Bidang Khusus Rekayasa Transportasi, Program Studi Magister Teknik Sipil, Program Pascasarjana, Institut Teknologi Bandung. Implementasi proyek transportasi biasanya melibatkan banyak pihak, seperti owner, operator, user, dan non-user, dengan beragam kepentingan yang berbeda. Hal ini sering menyulitkan dalam proses pengambilan keputusan pada evaluasi proyek transportasi. Sementara itu metode evaluasi konvensional, benefit-cost analysis, tidak memadai dalam mengakomodasi aspek-aspek kualitatif (intangible) yang komplek dan sulit dikonversi ke dalam satuan moneter. Dalam dunia yang komplek pendekatan evaluasi multikriteria merupakan metode yang sistematis dan komprehensif. Tujuan studi ialah pertama mengkaji penggunaan Concordance Analysis Method (CAM) dalam evaluasi berbasis multikriteria, dan kedua membuat program komputer CAM dan menerapkannya pada kasus rencana Jalan Tol Dalam Kota Bandung (JTDKB). Pihak-pihak yang terlibat ialah Jasa Marga, Bappenas, Bappeda Tk II Kodya, Bina Marga, Ahli/Perencana, Investor, User, dan Non-user. Dengan beragam kriteria evaluasi yang diusulkan dan analisis dengan program CAM maka dicoba untuk menentukan prioritas tahapan konstruksi J'IDKB paling optimum. Hasil analisis pada skema 1 (5 pihak) dan skema 2 (8 pihak) sangat dipengaruhi oleh lima kriteria dominan, yaitu penghematan BOK dan waktu, kesepadanan dengan hirarki jalan, kesepadanan dengan RUTR, hasil analisis biaya-manfaat (NPV), dan biaya investasi total. Prioritas tahapan konstruksi JTDKB skema 1 adalah segmen I, segmen 3, segmen 4, dan segmen 2, serta pada skema 2 adalah segmen 1, segmen 3, segmen 4, dan segmen 2. Proyek paling optimum pada kedua skema adalah segmen 1. Dari analisis sensitivitas kedua skema diperoleh bahwa hasil analisis (pola dominasi proyek) akan stabil pada interval bobot kritis tertentu, bobot di luar interval itu akan menyebabkan hasil/polanya berubah. Kesimpulannya, CAM dapat digunakan dalam evaluasi untuk menentukan prioritas proyek paling optimum, seperti halnya metode Analytical Hierarchy Process AHP (Trisna, 1999).
SUMMARY THE DEVELOPMENT OF EVALUATION SOFTWARE BASED ON CONCORDANCE ANALYSIS METHOD, Suwardo, 2000, Specialized Field of Transportation Engineering, Magister Program in Civil Engineering, Graduate Program, Institut Teknologi Bandung. Implementation of transportation project usually involve some stakeholders, i.e. owner, operator, user, and non-user, of course, with their various interest. Therefore, it is very difficult to make decision in evaluating the transportation project. The conventional evaluation method, benefit-cost analysis, can not accommodate any qualitative-aspects ( intangible) because of complexity and difficulties to convert it into monetary units. In the complex world the multiple criteria evaluation approach is a very systematic and comprehensive method for evaluation. The aims of this research is first, to study the use of Concordance Analysis Method (CAM) in the evaluation based on multiple criteria method and second, to develop CAM computer program and apply it in the case of Bandung Inter Urban Toll Road (BIUTR) plans. The involved stakeholders are Jasa Marga, Bappenas, Bappeda Tk 11 Kodya, Bina Marga, Experts, Investor, User, and Non-user. Using the proposed various decision criteria, and analysed with CAM computer program it was attempted to obtain the optimum priority of BIUTR construction stage. The outcomes for scheme 1 (5 stakeholders) and scheme 2 (8 stakeholders) are influenced by five top level priority of criteria, viz saving on VOC and time, compliance with road hierarchy, compatibility with RUTR, result of benefit-cost analysis (NPV), and total investment. The priority of BIUTR construction stage for scheme 1 are segment 1, segment 3, segment 4, and segment 2, and for the scheme 2, they are segment 1, segment 3, segment 4, and segment 2. The optimum plan for two schemes is segment 1. Sensitivity analysis shows that the outcomes ( dominance pattern of plans) will be stable only in the critical weight interval. The outcomes will change if the weight is out of this interval. As conclusion, CAM can be used for evaluation to obtain the optimum priority of plans, and it is similar to Analytical Hierarchy Process / AHP (Trisna, 1999).
