Informasi Teknik No. : 062-2016 27 Juni 2016 Kepada Perihal : Semua pengguna jasa BKI : Update Regulasi IMO Ringkasan Tujuan dari Informasi Teknik ini adalah untuk menginformasikan kepada pelanggan BKI terkait dengan perubahan dan aturan terbaru IMO yang di adopsi oleh IMO. Informasi Menyusul sejumlah resolusi yang diadopsi pada beberapa pertemuan IMO, BKI percaya bahwa penyebaran informasi tersebut secara dini akan memberikan keuntungan kepada pengguna jasa dalam hal waktu persiapan yang cukup untuk mengantisipasinya. Oleh karena itu, BKI telah menyusun tabel Selected Updates on IMO Regulations dengan mengacu pada pertemuan IMO antara lain: 1. Marine Environment Protection Committee (MEPC) ke-69 2. Maritime Safety Committee (MSC) ke-96 Dan tercantum dalam lampiran Informasi Teknik ini. Untuk kemudahan penggunaan, update tersebut dibagi dalam dua bagian besar, yaitu update mandatory perangkat keras (konstruksi atau instalasi dari, perlengkapan tambahan, peralatan, apparatus, penataan dan lain-lain) dan update mandatory selain perangkat keras dan persyaratan terkait lainnya. Sebagai catatan bahwa tabel tersebut tidak mencakup seluruh regulasi IMO terbaru tetapi dipilih berdasarkan regulasi yang memuat kepentingan kebanyakan pengguna jasa BKI. Selected Updates on IMO Regulations A. Selected Mandatory Hardware-related requirements (Construction or installation of Additional Equipment, Device, Apparatus, Arrangement) - 1 - Amandemen terhadap FSS Code yang diadopsi melalui MSC.403(96) Sprinkler otomatis dan Peralatan pemadam kebakaran tipe busa Untuk kapal yang terkena aturan SOLAS dan kapal yang memiliki fasilitas helicopter. 1 Januari 2020 Amandemen ini mengatur tentang: Persyaratan tambahan untuk memperhatikan spesifikasi kualitas air untuk digunakan dalam sistem sprinkler otomatis pada Chapter 8; dan Chapter 17 baru terkait persyaratan dari peralatan pemadam kebakaran tipe busa untuk perlindungan pada helideck (geladak helicopter) dan area pendaratan helicopter seperti yang dipersyaratkan oleh SOLAS 1974 Chapter II-2. - 2 - Amandemen terhadap SOLAS II- 2/18 yang diadopsi melalui MSC.404(96) Fasilitas Helikopter Untuk kapal yang dibangun pada atau setelah 1 Januari 2020. 1 Januari 2020 Kapal yang terkena aturan dalam amandemen ini harus memasang peralatan pemadam kebakaran tipe busa yang sesuai dengan persyaratan pada FSS Code Chapter 17. Amandemen terhadap MODU Code 209 yang diadopsi melalui MSC.407(96) Fasilitas Helikopter - 3 - Untuk kapal yang dibangun pada atau setelah 1 Januari 2020. 1 Januari 2020 Amandemen ini diadopsi dalam hubungannya dengan amandemen terhadap FSS Code mengenai peralatan pemadam kebakaran tipe busa yang akan dipasang pada helideck (geladak helicopter). Selected Mandatory Non Hardware-related requirements - 1 MARPOL Annex II, appendix I, Guidelines for the categorization of noxious liquid substances as adopted by MEPC.270(69) Pengkategorian noxious liquid substances (Revised GESAMP Hazard Evaluation Procedure) Untuk semua kapal yang terkena aturan MARPOL Annex II 1 September 2017 Amandemen meliputi: Kolom A & B Aquatic environment Penambahan kategori untuk Aquatic Toxicity dengan B2 0.001 mg/l ditambahkan pada rating keempat dan biodegradation dinamai dengan A2. Kolom C & D Human Health (Toxic Effects to Mammals) Penambahan kriteria untuk Sensitising to skin (Ss) dan Sensitising to respiratory system (Sr) - 2 MARPOL Annex IV MEPC.274(69) Special Area in the Baltic Sea and International Sewage Pollution Prevention certificate. Untuk semua kapal yang terkena aturan MARPOL Annex IV 1 September 2017 Revisi pemberlakuan Baltic Sea sebagai Special Area : Berlaku mulai 1 Juni 2019 untuk kapal penumpang bangunan baru Berlaku mulai 1 Juni 2021 untuk kapal penumpang bangunan lama sebagaimana didefinisikan pada regulasi Berlaku mulai 1 Juni 2023 untuk kapal penumpang bangunan lama yang mempunyai rute langsung dari atau ke pelabuhan yang berlokasi pada special area dan hanya dari atau ke pelabuhan yang berlokasi pada bujur 28 10 E yang berada diantara special area Amandemen untuk form International Sewage Pollution Prevention Certificate Halaman 3 dari 6
- 3 MARPOL Annex VI regulation 13 MEPC.271(69) Record requirements for operational compliance with NOx Tier III emission control areas. Untuk semua kapal yang terkena aturan MARPOL Annex VI 1 September 2017 Perubahan aturan terkait pendokumentasian untuk kapal yang disertifikasi Nox Tier II dan Tier III atau Tier III saja. Pendokumentasian meliputi status pergantian (on/off) untuk marine diesel engine diatas kapal sebagaimana terkena pemberlakuan pada paragraf 5.1, selanjutnya pendokumentasian tersebut harus di catat pada logbook sebagaimana dipersyaratkan oleh admistration saat kapal memasuki dan keluar ECA. - 4 NOX Technical Code 2008 MEPC.272(69) Pengetesan mesin berbahan bakar gas dan dual fuel Untuk semua kapal yang terkena aturan NOX Technical Code 2008 1 September 2017 Amandemen yang ditambahkan meliputi perubahan definisi untuk marine diesel engine, dimana marine diesel engine juga didefinisikan sebagai mesin berbahan gas maupun dual fuel. Selanjutnya amandemen juga berisi mengenai ketentuan, karakteristik, dan prosedur instalasi serta pengetesan untuk mesin berbahan bakar gas atau dual engine tersebut. Amandemen regulasi ini diberlakukan untuk mesin yang diinstal pada kapal yang dibangun setelah 1 Maret 2016. - 5 Amandemen terhadap ESP Code 2011 yang diadopsi melalui.405(96) Inspeksi pada ruangan tertutup Untuk kapal pengangkut curah dan kapal tangki yang terkena aturan ini. 1 Januari 2018 Amandemen ini mengacu pada resolusi Assembly resolution A.1050(27) terkait rekomendasi untuk memasuki ruangan tertutup di atas kapal. Untuk kapal yang terkena aturan SOLAS Chapter III 1 Januari 2020 Guidelines ini berisi persyaratan untuk pemeliharaan, pemeriksaan menyeluruh, pengujian operasional, pembongkara dan perbaikan sekoci penolong dan sekoci penyelamat, peralatan peluncur dan alat rilis. Guidelines ini juga memperjelas persyaratan untuk kualifikasi, otorisasi dan sertifikasi dari penyedia jasa, prosedur untuk pemeliharaan dan pengujian, dan hal yang harus dilakukan pada setiap tahap pengujian (mingguan, bulanan, tahunan, 5 tahunan). -7- Amandemen terhadap SOLAS II-2/3 dan II-2/13 MSC.404(96) Petunjuk penyelamatan diri (Means of Escape) Untuk: - Kapal penumpang Ro-ro yang dibangun pada atau setelah 1 Juli 1999 - Kapal penumpang lain yang dibangun pada atau setelah 1 Januari 2020 yang mengangkut lebih dari 36 penumpang 1 Januari 2020 Amandemen ini berisi: Penambahan definisi baru untuk helicopter landing dan winching area dalam regulasi 3; dan Rute penyelamatan harus dievaluasi dengan analisa evakuasi pada tahap awal proses desain dalam regulasi 13. Information Following several resolutions adopted on IMO meetings, BKI believes that early dissemination of information would be benefiting customers for them to arrange relevant preparation. Therefore, BKI has composed a table of Selected Updates on IMO Regulations referring to IMO Meeting inter alia: 1. Marine Environment Protection Committee (MEPC) 69 2. Selected Mandatory Hardware-related requirements (Construction or installation of Additional Equipment, Device, Apparatus, Arrangement) - 1 - FSS Code MSC.403(96) Automatic sprinkler and foam firefighting appliances Ships subject to SOLAS 1974 and ships fitted with helicopter facilities 1 January 2020 These amendments provide: Additional requirement to pay attention to the specification of water quality in the automatic sprinkler system in chapter 8; and A new chapter 17 regarding requirements of foam firefighting appliances for protection of helidecks and helicopter landing areas as required by chapter II-2 of the SOLAS 1974-2 - SOLAS II- 2/18 amendments MSC.404(96) Helicopter facilities Ships constructed on or after 1 January 2020 1 January 2020 Ships subject to these amendments should be fitted with foam firefighting appliances which comply with the relevant provisions of chapter 17 of the FSS Code. - 3-2009 MODU Code MSC.407(96) Helicopter facilities Units constructed on or after 1 January 2020 1 January 2020 These amendments adopted in conjunction with the amendments of FSS Code regarding foam firefighting appliances which shall be fitted on helideck. Ships subject to MARPOL Annex IV 1 September 2017 Items amended are as follows : The revised entry into force dates for the discharge of sewage at Special area of the Baltic Sea are as follows: - on 1 June 2019 for new passenger ships - on 1 June 2021 for existing passenger ships as required on the regulation - on 1 June 2023 for existing ships en-route directly to or from a port located outside the special area and only to or from a port located east of longitude 28 10 E within the special area, without making any other port calls within the special area. - 3 MARPOL Annex VI regulation 13 MEPC.271(69) Record requirements for operational compliance with NOx Tier III emission control areas. Ships subject to MARPOL Annex VI 1 September 2017 The amendment requires the tier and on/off status for marine diesel engine installed on board ship to which paragraph 5.1 regulation applies, to be recorded in logbook as prescribed by the Administration at entry into and exit from an ECA (Emission Control Area), for the marine diesel engine certified to both Tier II and Tier III or only Tier II. - 4 NOX Technical Code 2008 MEPC.272(69) Testing of gasfueled and dual fuel engines, Ships subject to NOX Technical Code 2008 1 September 2017 The amendment covers the uniform definition of the marine diesel engine and further requirements for the gas engine characteristic as well as the installation and testing procedures. In this regard, a gas-fuelled engine installed on a ship constructed on or after 1 March 2016 is considered as marine diesel engine. - 5 2011 ESP Code amendments as adopted by.405(96) Enclosed space inspection For Bulk Carrier and Oil tanker having single side skin or double side skin construction as defined in this code 1 January 2018 These amendments aim to refer to Assembly resolution A.1050(27) regarding recommendations for entering enclosed spaces aboard ships. These guidelines also clarify the requirements for the qualification, authorization and certification of service suppliers, procedures for maintenance and testing, and things shall be carried out at each stage of testing (weekly, monthly, annual, 5-yearly). -7- SOLAS II-2/3 and II-2/13 amendments MSC.404(96) Means of escape For: - Ro-ro passenger ships constructed on or after 1 July 1999 - Other passenger ships constructed on or after 1 January 2020 carrying more than 36 passengers 1 January 2020 The amendments provide: - An additional new definitions regarding helicopter landing and winching area in regulation 3, and - Escape routes shall be evaluated by an evacuation analysis early in the design process in regulation 13.
