Kondisi Indonesia Rasio elektrifikasi nasional (2011) 72.95% (KESDM) Jumlah rumah tangga tanpa listrik: sekitar 16.5 juta rumah tangga Jumlah penduduk miskin: 30 juta jiwa (BPS, Maret 2011) dan 15.72% penduduk miskin tinggal di desa, di daerah terpencil yg sulit terjangkau dan terpisah-pisah Daya beli penduduk miskin rendah, tidak menarik untuk investasi Penduduk miskin rentan terhadap perubahan iklim karena ketergantungan pada service dari ekosistem sekitarnya Elektrifikasi dengan hanya mengandalkan penyediaan listrik ik berbasis b transmisi i (grid) tidak akan dapat menjangkau kelompok miskin

Peluang Penyediaan Tenaga Listrik di Indonesia Pasal 19 (1), UU No. 30/2007 tentang Energi Setiap orang berhak memperoleh energi Pasal 4 (1), (2), (3), UU No.30/2009 tentang Ketenagalistrikan Pelaksanaan usaha penyediaan (pembangkitan, transmisi, distribusi dan penjualan) tenaga listrik ik dapat dilakukan k oleh hpemerintah hpusat, Pemda,... badan swasta, koperasi, swadaya masyarakat Untuk usaha penyediaan tersebut, Pemerintah & Pemda menyediakan dana untuk kelompok masyarakat tidak mampu,..di daerah terpencil,..belum berkembang,.. perbatasan..dan listrik perdesaan.. Pasal 9 (3) PP No.14/2012 tentang Kegiatan Usaha Penyediaan Listrik Dalam hal BUMN tidak dapat memenuhi prioritas yg diberikan...menteri, gubernur atau bupati/walikota memberikan kesempatan kepada BUMD, badan usaha swasta, koperasi, dan swadaya masyarakat untuk melakukan usaha penyediaan tenaga listrik untuk kepentingan umum.
Banyak Pihak Perlu Dilibatkan untuk Penyediaan Energi di Daerah Terpencil dan Miskin UNDP s Approach towards SEFA : Inclusive Business Inclusive business models include the poor into a company s supply chains as employees, producers and business owners or Business that develops affordable goods or services needed by the poor. (Inclusive Market Development Handbook, UNDP, 2010)
In inclusive Business, the private sector is expected to: Create a new green market by adapting their green products and services for low income customers, boosting access to better and more affordable nutrition, health, energy, finance, housing, and information. Create opportunities for local communities by purchasing green goods and services from them and investing in training and quality assurance; thusgenerating employment andensuring regular income. Support small businesses in surrounding communities and link them to their supply chain. This commitment shows how industries can invest in job creation and stimulate enterprise development in local communities. Invest in upstream and downstream environmentally friendly businesses to improve income, livelihoods, access etc for millions of people; such as investment in renewable energy, sustainable forest utilization, i and the application i of energy efficiency i measures in business processes.

Kesimpulan 1. Pendekatan Inclusive Business dapat membantu pencapaian misi Sustainable Energy for All sekaligus menjawab permasalahan pembangunan di kelompok miskin. 2. Pelibatan semua pihak dengan perannya masing-masing sangat penting dalam mencapai akses energi yang berkelanjutan.
