RINGKASAN Judul RPTP : Pendampingan Program Strategis Kementerian Pertanian di Sumatera Utara Unit Kerja : Balai Pengkajian Teknologi Pertanian (BPTP) Sumatera Utara Lokasi : Sumatera Utara Agroekosistem : Lahan sawah intensif dataran rendah/sedang beriklim basah, lahan kering dataran rendah/tinggi beriklim basah Status (L/B) : L Tujuan : 1. Menciptakan kemandirian petani dalam memutuskan (PTT) padi di 10 Kabupaten di Sumatera Utara. 2. Menciptakan kemandirian petani dalam penerapan inovasi teknologi pada Kawasan Agribisnis Hortikultura di Kabupaten Simalungun 3. Mensosialisasikan serta memvalidasi kalender tanam terpadu di Kabupaten/Kota di Sumatera Utara 4. Mempercepat penyampaian inovasi teknologi produksi tebu melalui pengembangan model pendampingan dan penerapan inovasi teknologi budidaya tebu guna meningkatkan produktivitas dan rendemen gula mendukung pencapaian swasembada gula 2014. 5. Mempercepat penyampaian inovasi teknologi Usaha Penggemukan sapi potong kepada penyuluh dan petani. 6. Menciptakan kemandirian petani dalam memutuskan (PTT) kedelai di Sumatera Utara. Keluaran : 1. Terciptanya kemandirian petani dalam memutuskan (PTT) padi di 10 Kabupaten di Sumatera Utara 2. Terciptanya kemandirian petani dalam penerapan inovasi teknologi pada Kawasan Agribisnis Hortikultura di Kabupaten Simalungun 3. Tersosialisasi dan tervalidasinya kalender tanam terpadu di Kabupaten/Kota di Sumatera Utara 4. Inovasi teknologi produksi tebu melalui pengembangan model pendampingan dan penerapan inovasi teknologi budidaya tebu guna meningkatkan produktivitas dan rendemen gula mendukung pencapaian swasembada gula 2014 tersampaikan kepada petani secara lebih cepat. 5. Inovasi teknologi usaha tani penggemukan sapi potong kepada penyuluh dan petani tersampaikan dengan lebih cepat. 6. Terciptanya kemandirian petani dalam memutuskan
(PTT) kedelai di 1 Kabupaten di Sumatera Utara. Hasil : 1. Peningkatan pengetahuan dan keterampilan Penyuluh/Petugas dan petani tentang inovasi teknologi PTT padi. 2. Meningkatnya pengetahuan dan keterampilan Penyuluh/Petugas dan petani tentang inovasi teknologi hortikultura. 3. Meningkatnya motivasi petani menggunakan informasi kalender tanam (KATAM) per kecamatan di Sumatera Utara. 4. Meningkatnya pengetahuan dan keterampilan Penyuluh/Petugas dan petani tentang inovasi teknologi komoditas tanaman tebu. 5. Meningkatnya pengetahuan dan keterampilan Penyuluh/Petugas dan petani tentang inovasi teknologi pengemukan sapi potong. 6. Meningkatnya pengetahuan dan keterampilan Penyuluh/Petugas dan petani tentang inovasi teknologi PTT kedelai. Prakiraan Manfaat : 1. Pengetahuan dan keterampilan Penyuluh/Petugas dan petani tentang inovasi teknologi PTT padi bertambah/meningkat. 2. Pengetahuan dan keterampilan Penyuluh/Petugas dan petani tentang inovasi teknologi Hortikultura bertambah/meningkat 3. Motivasi petani menggunakan informasi kalender tanam (KATAM) per kecamatan di Sumatera Utara bertambah 4. Pengetahuan dan keterampilan Penyuluh/Petugas dan petani tentang inovasi teknologi komoditas tanaman tebu bertambah 5. Pengetahuan dan keterampilan Penyuluh/Petugas dan petani tentang inovasi teknologi ternak sapi dan kerbau bertambah 6. Pengetahuan dan keterampilan Penyuluh/Petugas dan petani tentang inovasi teknologi PTT kedelai bertambah/meningkat Prakiraan Dampak : 1. Dengan penerapan inovasi teknologi PTT padi, pendapatan petani meningkat dengan biaya usahatani menjadi efisien. 2. Dengan penerapan inovasi teknologi Hortikultura (kentang dan jeruk), pendapatan petani meningkat dengan biaya usahatani menjadi efisien. 3. Dengan penerapan informasi kalender tanam (KATAM) per kecamatan di Sumatera Utara, waktu tanam lebih serentak yang diikuti dengan berkurangnya serangan OPT serta pendapatan petani meningkat. 4. Dengan penerapan inovasi teknologi komoditas tanaman tebu, efesiensi usaha meningkat. 5. Dengan diterapkannya inovasi teknologi pengemukan ternak
sapi potong, efisiensi usaha meningkat. 6. Dengan penerapan inovasi teknologi PTT kedelai, pendapatan petani meningkat dengan biaya usahatani menjadi efisien. Prosedur : 1. Kegiatan pendampingan PTT Padai terdiri dari koordinasi, penentuan lokasi, pemilihan petani kooperator, sosialisasi, pelatihan, pelaksanaan kegiatan display khususnya pada kawasan penumbuhan (10 Kab/Kota), penyampaian bahan diseminasi dan pelaporan. 2. Kegiatan pendampingan SL-GAP/GPH meliputi: (a) sosialisasi dan koordinasi (b) KKP untuk menggali potensi dan permasalahan di lokasi SL-GAP/SOP, (c) apresiasi teknologi GAP/SOP, (d) bimbingan penerapan GAP/SOP, (e) demo-plot GAP/SOP, f), uji adaptasi varietas, serta g) pelatihan penyuluh pendamping. 3. Kegiatan Pendampingan KATAM meliputi: koordinasi, sosialisasi, verifikasi data KATAM di Kabupaten/Kota di Sumatera Utara, tabulasi data, pengiriman data dan Update data ke Tim Katam Pusat, validasi KATAM, seminar hasil dan pelaporan hasil pengkajian. 4. Kegiatan pendampingan P2T3 (Pengembangan Penerapan Teknologi Tebu Terpadu) diawali dengan koordinasi dan sosialisasi, pelaksanaan kegiatan menggunakan metode pendekatan pengkajian usahatani, dilakukan secara partisipatif dan diimplementasikan dalam skala pengembangan. 5. Pendampingan PSDSK tahun 2014 dilaksanakan menggunakan pendekatan SL-PPSP (sekolah lapang Pembibitan dan Penggemukan Sapi Potong) dimana wilayah SL adalah wilayah Kecamatan sentra produksi sapi potong di Kab. Asahan. Ruang lingkup kegiatan pendampingan yang dilakukan mencakup 1) percontohan usaha penggemukan sapi potong, 2) percontohan pengolahan limbah ternak sapi, 3) Pelatihan, 4) Pengembangan teknologi di SL, 5) Pengamatan, Evaluasi, dan Pelaporan. 6. Kegiatan pendampingan PTT Kedelai dilakukan dengan Koordinasi, penentuan lokasi, pemilihan petani kooperator, sosialisasi, pelatihan, pelaksanaan kegiatan display, penyampaian bahan diseminasi dan pelaporan.
SUMMARY Tittles : Assistance on the Strategic Program of Agricultural Ministry in North Sumatera Implementation Unit : North Sumatera Assessment Institute of Agricultural Technology (AIAT) Location : North Sumatera Agroecosystem : Irrigated Intensive Low/Medium land rice with wet climaticly, upland low/high land rice with wet climaticly Status : Continued Objectives : 1. To create selfsufficiency of farmer to make the decision in the implementation of technology innovation for integrated crop management (ICM/PTT) on rice for 10 districts at North Sumatera. 2. To create selfsufficiency of farmer to make the decision in the implementation of technology innovation at area horticulture agribisnis in Simalungun district 3. To socialize and validate integrated cropping calendar in district/city at North Sumatera 4. To accelerate the dissemination of production technology innovation on sugarcane by developing assitency model and implementaion of cultivation technology innovation of sugarcane in order to increase productivity and sugarcane rendement to support the achievement of sugar selfsufficiency 2014. 5. To accelerate dissemination for beef fattening technology inovation to the extension workers and farmers. 6. To create selfsufficiency of farmers in the decision of implementing integrated crop management (ICM/PTT) for soy bean in North Sumatera. Output : 1. The creation of selfsufficiency of farmer to make the decision in the implementation of technology innovation for integrated crop management (ICM/PTT) on rice for 10 districts at North Sumatera. 2. The creation of selfsufficiency of farmer to make the decision in the implementation of technology innovation at area horticulture agribisnis in Simalungun district 3. Socialisation and validation of integrated cropping calendar in district/city at North Sumatera 4. Acceleration the dissemination of production technology innovation on sugarcane by developing assitency model and implementaion of cultivation technology innovation of sugarcane in order to increase productivity and sugarcane rendement to support the achievement of sugar selfsufficiency 2014. 5. Acceleration dissemination for beef fattening technology inovation to the extension workers and farmers. 6. The creation of selfsufficiency of farmers in the decision of implementing integrated crop management (ICM/PTT) for soy bean in North Sumatera.
Outcome : 1. Increasing of knowledge and skill of the extension workers/field workers and farmers about the technology innovation of rice ICM/PTT. 2. Increasing of knowledge and skill of extension workers and farmers about the horticulture technology innovation 3. Increasing of farmers motivation using integrated cropping calendar for each sub district at North Sumatera. 4. Increasing knowledge and skill the extension workers/field workers and farmers in terms of sugar cane technology innovation. 5. Increasing knowledge and skill of the extension workers and farmers in terms of technology innovation of beef and buffalo. 6. Iincreasing of knowledge and skill of the extension workers and farmers in terms of technology innovation for soybean ICM. Expected Benefit : The application of technology innovation of rice, horticulture crop, beef, buffalo and soybean may increase the extension workers/field workers and farmers knowledge and skill as well as their income. Expected Impact : The increasing of farmers income as well as efficiency of farming system cost/cost production. Prosedur : 1. Coordination, location identification, selected for farmer cooperator, socialization, training, display activities, delivering of dissemination materials and reports (10 district/municipality). 2. Assistance activities SL-GAP/GPH include: (a) socialization and coordination (b) assessment of opportunity needed (KKP) in order to get potencial and problems at location of SL-GAP/SOP, (c) technology appreciation of GAP/SOP, (d) guidance for the implementation of GAP/SOP, (e) demo-plot GAP/SOP, f), adaptation test of varieties, and g) training of assistance extension workers 3. Activities of integrated cropping calendar (KATAM) Assistance include: coordination, socializati, verification data of KATAM at District/municipality at North Sumatera, data tabulation, data delivery and Update data to Team of Katam Center, seminar of resultl and reporting the result of the assessment. 4. Thus activites initiate with coordination and socialization, activities implementation using methode on farm research, conducted trough the partisipative and will be implemented in development scale. Assessment will be done at the field of farmer cooperator, intensive of people sugar cane (TRI). The activities will be covered: Package 1. Bongkar Ratoon (PC) by using planting system using juring tunggal and package intensice cultivation, 2). Package 2. Bongkar Ratoon (PC) by planting ways using juring ganda and package intensive cultivation ; 3). maintaining of ratoon (RC) with intensive cultivation package. 5. Assistance PSDSK in 2014 carried out using SL-PPSP (Field School Nursery and beef Fattening) approach where the area of SL is the area sub-district of production centre of beef at Asahan district. The activities involved with assistance such as :1) experimental trial of beef fattening, 2) processing trial of beef waste, 3) Training, 4) Technology development at SL, 5) Observation, Evaluation, and Reporting. Data and information which gathered including data secunder and primer. Data
primer are : a) technic coeficien cattle enterpreneur, b) technic coeficien fattening business, c) adoption level technology component, d) the function of supporting institution, and e) work performance farmer group. Data and information (primer and secunder) which are gathered tabulated and analyzed by descriptive method. 6. Coordination, identified location, selection of farmer cooperator, socialization, training, conducting display activities, delivery of dissemination materials and reporting.
