According to DKI Jakarta Governor?s Letter of Agreement No. 2086/2006, December 28 2006, to establishment of Pola Pengelolahan Keuangan (PPK) Badan Layanan Umum Daerah ( BLUD) in Publict of Health Subdistrict Tebet?s, South Jakarta to apply gradually PPK-BLUD with approach Publict of Health management. The commitment of Management Puskesmas in autonomy on funds recognition from APBN/APBD and the revenue from community, on 2008 income from retribusi was increased about 5 % from the 2007 income from retribusi. On 2008 to be increased subsides from APBD about 10 % from subsides APBD 2007. It happen can be difficult autonomy from Puskesmas but increased health problem, Puskesmas can use the subsides APBD to cover it. On strategic management along with establishing vision and mission, establish board general objectives, assets management and operational activity responsibilities, leadership are such as increasing communication, awareness, motivations and involving staff on supervise Publict of Health Suddistrict Tebet?s ( Puskesmas), involving to give reward for excellence. From the survey result of the costumer?s satisfaction on September 2007, Puskesmas must improve to give more satisfied services to community (provide

from general policlinic). ISO 9001-2000 in Puskesmas Kecamatan Tebet can give impack staff Puskesmas to improved their services to community. The positive outcomes gives a more sustainability of BLUD in Publict of Health. The study method was analyzing the expenditure data issued by BLUD impact sustainability in Puskesmas Kecamatan Tebet on 2009.With qualitative descriptive einterpretive. The data were collected by means of deep interview.
