ROADMAP FOR INCLUSIVE HEALTHCARE IN INDONESIA Healthcare for Everyone
This roadmap is intended to be the references for policies, programs, and assessments for Ministry of Health.
By building such accessible, comprehensive, and quality health system, we will ensure all persons with disabilities have optimal healthcare that can support their productivity and active participation.
A series of activities have been done to develop and enhance the roadmap. þ Consultation meetings with government sector and DPOs þ Interviews with government sector and DPOs þ Validation process with government sector and DPOs þ Assessment of literature, scientific publications, and policies þ Review reports of programs that have been undertaken by development partners, NGOs, DPOs, government, and several other countries
This process has involved numerous parties, from related ministries to CSOs and DPOs 4 directorates in Ministry of Health 5 ministries Over 25 CSO/DPOs, from all over Indonesia
The roadmap has been finalized, and the Regulation of Ministry of Health (Permenkes) is currently under development to strengthen its institutionalization.
The roadmap has main strategies 7 Which refers to WHO Disability Action and Health System Strengthening
Strategy#1 Overcoming physical and information barriers while accessing services Strategy#2 Providing skilled and disability-sensitive health workers Strategy#3 Providing comprehensive healthcare Strategy#4 Increasing participation of persons with disabilities
Strategy#5 Strengthening the mechanism and institutionalization of policy framework implementation Strategy#7 Encouraging evidencebased policies and programs Strategy#6 Increasing the budget to health sector at the central and regional levels for the development of inclusive healthcare
This roadmap requires strong collaboration and support from all parties.
1 Cross-program coordination through the working group on disability (pokja disabilitas), which consists of the directors/head of the sub-directorate of relevant programs in Ministry of Health to coordinate the implementation, monitoring, and evaluation of the roadmap Director of Prevention and Control of Non-Communicable Diseases (P2PTM) will be the chairman of the working group and will meet at least every semester.

The chairman of the working group will report to the Directorate General of Prevention and Control of Diseases (DG P2P) and/or General Secretary of the Ministry of Health once every year. The working group could also be formed in the provincial and/or district level.
2 Technical forum for disability as a form of intersectoral collaboration Needs to be established to provide inputs and technical support to the working group, as well as local governments/ health offices as program implementers.

Bappenas Kemensos Kemenaker Kemhukham KPPPA BKKBN Kemendikbud KPAI Komnas Perempuan Komnas HAM and also non-government representatives and civil society DPOs CSOs Patient Movement Development partners Academics organization
Every year, especially prior to the annual budget planning, the disability working group unit at MoH will meet the technical forum to discuss and finalize the planning for programs and activities of the roadmap.
3 Monitoring and Evaluation ⴰⴱⴲⴳⴴⴵⴶⴷ During 2019, 2024, and 2029 to serve as the input for RPJMN and Strategic plan in the next period ⴰⴱⴲⴳⴴⴵⴶⴷ Findings and results from the evaluation could also advise relevant government plans, such as RAN HAM, UNCRPD reporting, also Incheon Strategy and SDGs
There are some shortterm steps to be taken.
1 Achieve agreement and the commitment towards implementation from the leadership in the Ministry of Health Promote the roadmap to all directorates in MoH to reach the collective agreement and commitment.
2 Get support from other sectors Bappenas, especially with Director for Public Health and Nutrition, and Director for Poverty Alleviation and Social Welfare Ministry of Finance, especially with Directorate of Budget, which is MoH s direct partner Ministry of Social Affairs, especially with Directorate General of Social Rehabilitation Disseminating the roadmap with other related sectors, with the support from Bappenas, MoF, and MoSA
3 To establish the roadmap as one of the recommendations for RPP Disability by actively participate in the drafting process.
