PEMETAAN PERSEPSI STAKEHOLDERS : KASUS PEREMAJAAN PASAR NAGARI di LUBUK ALUNG PADANG PARIAMAN SUMATERA BARAT
Kondisi pasar nagari Lubuk Alung Padang Pariaman Sumatera Barat menyebabkan pasar perlu diremajakan. Namun upaya itu tidak mudah karena rumitnya perbedaan dan saling berkaitnya kepentingan antar stakeholders. Ada enam stakeholders yaitu pemilik tanah, pemilik aset, fasilitator, kontraktor, pedagang dan pembeli. Upaya peremajaan pasar harus mengetahui persepsi stakeholders, sehingga perlu pemetaan persepsinya agar diketahui permasalahan terhambatnya peremajaan. Pertanyaan penelitiannya adalah bagaimana pemetaan persepsi stakeholders sehubungan dengan terhambatnya peremajaan pasar nagari Lubuk Alung? Tujuan penelitiannya untuk mengetahui permasalahan pemetaan persepsi stakeholders sehubungan dengan terhambatnya peremajaan pasar. Data dikumpulkan melalui data sekunder, survai dan wawancara untuk mengetahui perlunya peremajaan pasar dan pemetaan persepsi stakeholders dengan membahas empat aspek kritis yaitu: Konsensus Awal, Pembiayaan, Pembangunan dan Pengelolaan. Sumber data berasal dari enam stakeholders dengan sampel non probabilitas dan probabilitas. Hasil wawancara dianalisis secara "emik" dan diinterpretasikan secara "etik". Jenis pengamatan adalah observes as participant. Survai dilakukan dengan skala "social distance" Likert. Hasil penelitian memperlihatkan bahwa pasar nagari berperan penting dalam perekonomian Sumatera Barat. Pasar nagari Lubuk Alung memiliki potensi ekonomi besar tercermin dari jumlah pengunjung dan jumlah uang beredar. Namun kondisi pasar (80%) adalah bangunan buruk sehingga perlu diremajakan. Seluruh stakeholders setuju pasar diremajakan, tapi keinginan itu sulit dilakukan karena adanya masalah menonjol: a) tanah pasar dalam sengketa, b) anggaran proyek mengandalkan RPD (Rekening Pinjaman Daerah), sementara pemerintah daerah tidak dilibatkan, c) tender tidak dilakukan, padahal proyek ini untuk kepentingan umum, d) struktur organisasi, tidak melibatkan pihak lain padahal perlu kerja sama. Penelitian ini merekomendasikan untuk: a) melakuki pendekatan bersama KAN Lubuk Alung dengan Pemerintah Daerah ke pemilik tanah, b) pengusulan anggaran proyek ke lembaga bare, c) pengawasan tender proyek dan d) menjalin kerja sama antar stakeholders untuk mengelola pasar.
Nagari market conditions in Lubuk Alung Puking Pariaman West Sumatra should be regenerated. But these efforts are not easy to realized because interrelationship and so complicated interest between stakeholders. There are six stakeholders: land owners, asset owners, facilitator, contractor, merchants and buyers. Market regeneration should be based on the stakeholders' viewpoint, so it is necessary to understand the perception mapping in order to perceive the regeneration problems. The research questions are how the perception mapping of stakeholders relate with the nagari market Lubuk Alung regeneration obstacle? The purpose of research is to understand perception mapping of stakeholders relate with the market regeneration obstacle. Secondary data, observation, survey and interview was collected in order to fulfill the research purpose, by analyzing four critical aspects : The Begin Consencus, Budgetting, Development, and Organizing. Data source came from the six stakeholders with non-probability and probability samples. The results of interview was analyzed by "emically" and interpreted by " ethically". Observation was accomplished using observes as participant, while method of survey called as social distances scale by Likert. The results showed that nagari market have an important role in West Sumatra economics. Nagari market in Lubuk Alung have a large economic potential that show by capital exchange in the market and number of buyers. But construction conditions (80%) are bad, so it need regeneration. All the stakeholders agreed that market should be regenerated, but in fact, the realization was difficult because of some main problems such as: a) land conflict, b) project budgetting depend on district government loan, while the government get no benefit from it, c) there was no projects offering, although this projects is for public service purpose, d) the structure of organization was not involved the other stakeholders. Recommendation research are a) both KAN Lubuk Alung and region government should approach the land owner, b) finding new institution for the project budget, c) controlling the projects tender and d) set up good relationship between stakeholders to collectively manage the market.
