12 4. SERVICEPARK 5. FUEL 4.1. Service Park Layout A diagram of the layout of the Service Park is included in Appendix C Additional Information about the Service Parks RAMBONG SIALANGSERVICE PARK The FIA Service Regulation require are refueling to be done in the refuel zones established immediately after the exit from the Service Parks. The Organizers design the itinerary with more advantages to the logistic flow of the participant as providing only one Service Park, Located ± 60 km South East of Rally Headquarters The Organizers will providing competitors with access to the Rambong Sialang Service Park, Lonsum Estate, featuring under cover facilities and additional space to accomodated Service Vehicle, Trucks and Auxiliary Vehicles / Management Vehicles. A fee will be charged equal the actual cost of hiring and constructing facilities. Please note that NO power is provided to any sites. To request an area, please complete and return the form from our official web, or please contact the Competitor Support Manager by Wednesday, 19 November 2014 (First Come First Serve). Confirmation of your request will be official issued by the Organizers on Wednesday, 19 November 2014, 18:00 hrs Facilities The following facilities will be at the service park : Food & Beverages Toilets Results Centre Sub Media Centre Sub Rally HQ & Sub Official Notice Board Stewards Tent 4.4. Type of Surface The surface of the service park is hard gravel Fuel / Refuelling Regulations The Organizers have constructed a fuel storage compound at the Service Park adjacent to the refuel area. Crews are required to store all their fuel in this storage compounds before, during and after the rally. Fuel can only be removed from the storage compound immediately prior to the arrival of the competing car at the refuel area. On completion of refueling, containers must be returned to the fuel storage compound. The use of Official FIA fuel is permitted but will not be made available by the Organizers Refuel Zone: Fuel filling is only allowed to do at Refueling Area located in Rambong Sialang Service Park and 7 (seven) times Refuel as on the Itinerary. 12

14 7. LIST OF USEFUL FACTS AND SERVICES 7.1. Fact About North Sumatra The province of North Sumatra stretches across the island of Sumatra between the Indian Ocean and the Strait Malacca. It borders Aceh province on the northwest and Riau and West Sumatra provinces in the southeast. It has an area of 72,981 km². The province contains a broad, low plain along the Strait of Malacca on which the provincial capital, Medan, is located. In the south and west, the land rises to the mountain range that runs the length of Sumatra; the mountains here are dominated by Lake Toba, formed from the caldera of an ancient volcano. Several large islands in the Indian Ocean off the west coast of Sumatra are currently part of North Sumatra, most notably Nias Island and the Batu Islands Population North Sumatra recorded a population of 12,985,075 in the 2010 national census, with a sex ratio of men per 100 women. Language Indonesia Bank & Credit Card Banks are open from Monday to Friday, 08:30 15:00 hrs. Automatic Teller Machines operate 24 hours a day. Majorcredit cards are welcome in most places. Airport The modern Kuala Namu International Airport is opened in July 25, 2013 and located almost 40 kilometers from Medan. The airport replaces the old Polonia International Airport. Seaports North Sumatra has an international seaport at Belawan, near Medan and is now preparing to have a new seaport at Kuala Tanjung. The Ceremonial Finish sequence as follow : THE GENERAL CLASSIFICATION WINNERS CEREMONIALFINISH All the Indonesia Rally 2014 competitors cross the Finish Ramp, begins from the lowest position to the highest position for receive the Finisher Awards and Trophy, 20 seconds on the ramp for photos. The third placed Indonesia Rally 2014 competitors will then drive onto the finish ramp and the crew exits the car shake hands with the VIP s, for a photo and interview (20 seconds). After the interview they exit the finish ramp and park the car to the left of the finish ramp. Driver and Co-Driver go to one side for trophy presentation as directed by the official. The second Indonesia Rally 2014 competitor will then drive onto the finish ramp and the crew exits the car shake hands with the VIP s, for a photo and interview (20 seconds). After the interview they exit the finish ramp and park the car to the right of the finish ramp. Driver and Co-Driver go to one side for trophy presentation as directed 21

22 by the official. The winning Indonesia Rally 2014 car then drives onto the finish ramp, with the nose of the car dropped onto finish ramp. The winning crew will then exit the car shake hands with the VIP s, for a photo and interview (maximum 30 seconds). 26 1. EXTRACT FROM THE GENERAL PRESCRIPTIONS XII. SERVICING REFUELLING - REPAIRS 12.1 Servicing General conditions Service shall be defined as unrestricted work on a competing car except where limited in the present Article 12 and Article Throughout the rally, servicing of a competing car may be carried out only in service parks. However, the crew, using solely the equipment on board and with no external physical assistance, may perform service on the car at any time, other than where this is specifically prohibited Any infringement concerning servicing or any action defined as "Prohibited Service" (see 12.2) noted by the rally officials may entail the application of Articles 152/153 of the Sporting Code by the Stewards. Depending on the gravity of the offence, other sanctions may be applied by the World Motor Sport Council Cars may be equipped with an electronic device which will make it possible to check that prohibited servicing has not been carried out on the car When necessary as part of service (i.e. changing a fuel tank or pump), emptying and/or refilling is permitted in a service park provided that : I) The work is carried out under the supervision of a marshal, II) No other work is carried out on the car during the emptying and/or refilling operation, III) A suitable safety perimeter is established around the car, IV) Two fire marshals are present with fire extinguishers suitable for use on flammable liquids, V) Only sufficient fuel is added to reach the next refuel zone Definition of Prohibited Service The use or receipt by the crew of any manufactured materials (solid or liquid), spare parts, tools or equipment other than those carried in the competing car The presence of team personnel or any team conveyance (including helicopters) within 1 kilometer of its competing car except : a) In service parks and in tyre fitting zones for World Rally Championship events. b) Where permitted by means of a Bulletin. c) In special stages (from the yellow sign at the beginning of the Time Control to the stop sign the end of the Special Stage). d) For competing cars waiting at the time control at the entrance to regroups, tyre fitting zones, service parks or parked inside regroups where the passing of food, drink and information (data card, road book, etc) to or from the crew is also permitted. e) Whilst transporting the crew(s) to or from the parc fermé. f) Whilst travelling to or from or being present at tyre change zones, as in Art g) Where the competing cars following the route as prescribed in the road book are required to use the same road(s) at the same time as team personnel provided that they do not stop at the same location at the same time. h) At points specifically designated solely for the exchange of ice notes. (The 25 m distance referred to in Appendix I shall be reduced to 5 m). Preceding the entrance Time Control is a zone, closed off by barriers, to which only authorised personnel (mechanics, press, etc) are admitted The speed of cars in the service parks may not exceed 30 kph; failure to comply with this limit shall result in a penalty applied by the Stewards Vehicles allowed in the service parks Two service vehicles per competing car starting the rally may provide service throughout the rally. These vehicles must be clearly identified by means of "Service" plates issued by the Organisers and affixed in the locations specified Other team vehicles must be identified by means of "Auxiliary" plates issued by the Organisers Where space permits, "Auxiliary" vehicles may be permitted to park next to their service vehicles admitted to the parks under Article at the discretion of the Organisers Where there is insufficient space to conform to , the Organisers shall provide parking areas defined for auxiliary vehicles in the immediate vicinity of the service park Tyre Changes and Modifications For all competitors, tyre changes may only be carried out in authorised zones. For Rallies which have requested and received the agreement of the FIA, the Special Stage(s) distance between two tyre changes may be between 40 and 80 km. For the other Rallies, this distance must be between 30 and 60 km Except in the authorised tyre change zones, the crew is not permitted to intentionally modify the design of the tyre or the number of studs on the tyres on or in the car, even by means of the equipment on board Any infringement will be reported to the Stewards. 27

28 As detailed in Appendix V, paragraph 6, for World Rally Championship rallies, a tyre marking zone shall be established at the exit of the authorised tyre change zone. For the sole purpose of assisting their tyre marking procedure, one team member for each crew may access this tyre marking zone Refuelling Competitors may only refuel in the refuel zones designated by the Organisers in the road book except as detailed under Article Their entry/exit shall be marked by a blue fuel can symbol Any action inside a refuelling zone not directly involved in the refuelling of the competing vehicle is prohibited In all refuelling zones, a 5 kph speed limit will apply It is recommended that mechanics wear fire-resistant clothing The responsibility for refuelling is incumbent on the competitor alone Engines must be switched off throughout the refuelling operation It is recommended that the crew remains outside the car during refuelling; however, should they remain inside, the safety belts must be unfastened A car may be pushed out of the zone by the crew, officials and / or by the two team members without incurring a penalty Solely for the purpose of assisting with the refuelling procedure of their car, two team members of each crew may access this zone For Italian rallies counting for the European Rally Championship only, a single fuel to the specifications prescribed in Article of Appendix J is supplied by the Organisers and must be used by all competitors Changes of mechanical parts - General conditions Except for the World Rally Championship, no engine change is allowed during the running of a Rally. The chassis cannot be changed or replaced during the running of a Rally. Only one turbo change per leg, per car, is authorised. This change must be carried out in a service park; or outside the service park, by the crew alone, but the turbo must be transported on board the competing car. Any breach of this article will result in the competitor being excluded from the Rally by the Stewards. FLEXI SERVICE For the Registered Entrants, any entrant of a 2-car team can utilise the benefits of flexi service as follows. Flexi-service is intended to provide an opportunity for a 2 car team to service its cars at different times. For the purpose of flexi-service, a 2 car team shall be a registered Entrant, or a team composed of different Entrants which has registered with the Organiser at least three weeks before the start of the Rally. This Article shall apply to service parks of 20 minutes (excluding the final service park of the rally) which shall be followed by a regroup as per General Prescriptions Art The entry to Flexi Service will be preceded by a Parc Ferme of 3 minutes in which cars may be weighed. Each car, except the car of a 2 car team which arrives second, must enter the ServicePark at its scheduled time. If a team s first car is in service, the second car must wait in the Parc Ferme. It may wait for up to 25 minutes before entering the ServicePark without incurring penalty. 28

29 FLEXI SERVICE 45 MINUTES Flexi servicing of 45 minutes shall permit the removal of the competing cars from a Parc Ferme by common boundary and entry and exit time controls as per the requirements listed under Article of the General Prescriptions. For the operation of 45 minute flexi servicing, crews will enter the Parc Ferme at the time specified (Article of the General Prescriptions). When preceded by a special stage this Parc Ferme may be preceded by a 3 minutes technical checking zone in which cars may be weighed. Crews then either enter the ServicePark or leave their car in the Parc Ferme. The competing car may be driven by an authorised representative of the entrant, respecting all the formalities of time card presentation and related penalties, only once from the Parc Ferme to the ServicePark and vice versa. In no case may the 45 minutes of service time be exceeded without penalty. The competing car may be returned to the Parc Ferme before the 45 minutes have elapsed. The operational window of flexi servicing time starting from the arrival of the first car into the Parc Ferme declared on the rally itinerary. Two Entrants entering a single car can inform the Asia Pacific Rally Championship Secretariatat least 3 weeks prior to any Rally regarding their intention to be treated as a team for flexi service for the next Rally or for the remainder of the Championship. Atau pompa), mengosongkan dan / atau mengisi kembali diijinkan dalam area pelayanan dengan syarat bahwa : I) Pekerjaan pekerjaan tersebut berada dibawah pengawasan marshal. II) Tidak ada aktivitas lain yang dikerjakan selama operasional pengosongan / pengurangan atau pengisian kembali. III) Tempatnya sesuai, dan dijamin keamanannya untuk aktivitas tersebut. 29

30 IV) Harus ada dua orang marshal pemadam kebakaran yang dilengkapi dengan alat pemadam yang sesuai untuk digunakan. V) Pengisian bahan bakar hanya diberikan secukupnya untuk mencapai refuel berikutnya Batasan / Definisi Pelayanan Yang Dilarang Yang digunakan dan yang diterima oleh crew adalah material pabrik (padat / cair), suku cadang, alat-alat atau perlengkapan peralatan lainnya diluar yang dibawa dalam mobil yang berlomba Kecuali dalam service park, atau dimana adanya keistimewaan yang di ijinkan dalam bulletin, adanya personal team dalam road section atau team pembawa (termasuk helicopter - helicopter) maka keberadaannya harus berada dalam radius 1 km dari mobil mobil yang berlomba, kecuali : - Dalam stage stage khusus (dari tanda kuning pada permulaan time control (pencatatan waktu) waktu sampai pada tanda stop pada akhir stage khusus). - Bagi mobil-mobil rally yang menunggu pencatatan waktu (time control) untuk masuk kedalam regroup atau kedalam areal parkir regroup dapat memperoleh makanan, minuman, serta informasi l (seperti kartu data, buku petunjuk, dll) dari atau ke crew juga diijinkan. - Sedang mengangkat para crew dari atau ke parc ferme. - Mobil-mobil yang mengikuti route sebagaimana tercantum dalam road book yang menggunakan jalan-jalan yang sama, pada waktu yang sama sebagai personel tim yang mengikuti rute service car seperti yang dijelaskan pada service book dengan ketentuan bahwa mereka tidak boleh berhenti pada lokasi yang sama dan pada waktu yang sama. - Pada point-point (titik titik) yang secara khusus di peruntukkan semata mata untuk pertukaran dari kerikil atau pada es. Bila masuk di (zona) daerah tersebut mendahului waktu kontrolnya maka ditutup oleh rintangan, dan hanya personel personel yang diberi hak saja yang diijinkan untuk masuk (tenaga mekanik, pers dan lain-lain ).

31 31 SERVICE BOOK Kecepatan mobil dalam areal parkir tidak boleh melampaui 30 Kph (30 Km/jam), bila batas ini tidak diindahkan maka bisa berakibat diberikannya hukuman oleh stewards Kendaraan-Kendaran yang diperbolehkan masuk Area Service Park Dua kendaraan disediakan bagi setiap mobil yang berlomba dan akan memberikan service mulai dari start sampai keseluruhan rally berlangsung. Kendaraan ini diberi identitas yang sama dan jelas dengan plat Service (pelayanan) yang dibuat oleh organiser dilekatkan satu persatu pada kendaraan yang dimaksud Kendaraan kendaraan Service team lainnya harus diberi identitas dengan tanda Auxiliary (pembantu) yang di buat oleh organiser Dimana jarak parkir kendaraan Auxiliary diijinkan dekat dengan kendaraan pelayanan (service) pada artikel (yang dimaksud ) atas dasar pertimbangan para organizer Bila ada ruang yang tidak cukup sesuai pada maka organiser segera akan membatasi kendaraan Auxiliary disekeliling area parkirnya Penggantian Ban dan Modifikasi - Modifikasi Lainnya Bagi para kompetitor yang melakukan pergantian ban hanya boleh dikerjakan dalam area parkir menurut type I dan type II. Diantara dua ban yang diganti maka jarak special stage tidak boleh kurang dari 30 Km Kecuali dalam area parkir, crew tidak diijinkan dengan sengaja merubah desain ban yang ada atau dengan sengaja memberinya tusuk paku pada ban atau pada mobilnya, demikian pula terhadap peralatan peralatan lainnya yang ada dalam mobil Adanya pelanggaran akan dilaporkan pada steward yang berhak memberikan hukuman denda sebagaimana yang dindikasikan pada artikel 152 / 153 undang undang Olahraga Internasional Sebagaimana rincian dalam appendix (lampiran 5, paragraf 6 untuk Kejuaraan dunia suatu zona (daerah) merek ban (marking) akan dtetapkan diluar zona bahan bakar. Untuk maksud dan tujuan tersendiri membantu prosedur merek ban mereka, satu anggota team dari setiap crew boleh mendekati / cari jalan masuk ke zona ini Pengisian Kembali Bahan Bakar Para kompetitor hanya boleh mengisi kembali bahan bakarnya dalam zona (daerah) pengisian yang ditunjuk oleh organiser dalam road book kecuali seperti yang dirinci pada artikel Zona - zona pengisian bahan bakar ini akan ditetapkan dengan segera sesudah keluar dari area parkir keluar / masuk mereka akan ditandai oleh warna biru yang dapat menjadi symbol bahan bakar Adanya aksi di dalam zone pengisian kembali bahan bakar yang tidak melibatkan secara langsung kendaraan-kendaraan yang berlomba adalah dilarang Di dalam semua zona pengisian bahan bakar batas kecepatan yang diberikan adalah 5 Km / jam (5 Kph) Direkomendasikan bahwa semua tenaga mekanik menggunakan pakaian anti api Yang berkewajiban bertanggung jawab untuk pengisian kembali ada pada kompetitor itu sendiri Mesin harus dimatikan seluruhnya pada saat operasional pengisian Direkomendasikan bahwa crew berada diluar mobil selama pengisian, namun demikian bila mereka harus berada di dalam,maka sabuk pengaman harus dibuka Jika dalam event mobilnya macet, maka mobil yang bersangkutan boleh didorong keluar dari zona tanpa dikenai hukuman. Suatu baterai external (aki dalam mobil) boleh digunakan dengan segera setelah keluar dari Zona.

32 32 SERVICE BOOK Syarat-Syarat Umum Pergantian Bagian-Bagian Peralatan - Peralatan Mekanik Diberi hak menukar hanya 1 turbo per mobil per leg. Penukarannya harus dilakukan dalam area parkir serta turbo tersebut boleh diangkat oleh kendaraan service (pelayanan) ; atau diluar area parkir tapi dilakukan oleh crew itu sendiri, namun turbo harus diangkat diatas mobil yang berkompetisi. Adanya pelanggaran dalam aturan ini dapat berakibat kompetitor dikeluarkan dari Rally oleh steward Syarat-Syarat Pembatasan Penggunaan Spare-Part Suatu batasan penggunaan suku cadang yang diperkenankan untuk Kejuaraan Rally FIA Isi/ muatan turbo dan kompressor (kemudian di sini ditunjuk sebagai kompressor) Regulasi regulasi yang berlaku menyangkut merek dan pembatas udara (artikel dan dari lampiran J) dapat diaplikasikan Pemeriksaan kompressor mobil dan jumlah maksimum dari persediaan suku cadang kompressor yang wajib / diperbolehkan (satu untuk setiap leg) Kompressor akan ditandai dengan nomor mobil (misal, car N0 1 = kompresor N0 1A + persediaan :1B, 1C, dan 1D) dan akan ditempatkan pada mobil tersebut secara eksklusif Jika kompetitor tidak menggunakannya, maka kemungkinan adanya pergantian kompressor pada tiap leg, sehingga jumlah nomor persediaan kompressor yang digunakan secara otomatis dikurangi, misal : Car N0 1-compresor N0-1 A -3 leg s. Persediaan compressor 1 B,1C, 1D jika tidak ada yang diubah ganti pada hari pertama, maka pengurangan satu dari persediaan tersebut tidak diperbolehkan Sekali telah dirubah, maka kompressor yang sudah diganti oleh orang yang berada dalam mobil akan diinstall kembali pada leg mobil board, atau dalam mobil pelayanan dan harus dibawa sampai akhir leg (parc ferme) atau dalam mobil Service dimana penguji dapat memeriksanya. Kompetitor kemudian boleh menginstalnya di dalam tempat cadangan kompressor (bila ada) untuk leg berikutnya Dalam arah dan leg yang sama, kompressor yang sudah diganti boleh digunakan lagi pada mobil yang sama. Contoh: Car No 1 leg pertama; kompressor 1A dan 1 B boleh digunakan secara tidak pandang bulu Semua kompressor yang sudah digunakan akan disegel sampai penguji dapat memeriksa kesesuaiannya Aturan-aturan di atas juga wajib diberlakukan bagi semua mobil yang mempunyai kompressor yang tidak dilengkapi dengan pembatas udara. Dalam hal ini kompressor yang harus ditandai hanya untuk maksud menghitung saja / perhitungan Gear Box dan Difrensial Perbedaan Rangkainnya Untuk setiap mobil antara gear box dan rangkaiannya yang dipasang di dalam mobil (bagian depan, tengah, atau belakang) hanya boleh menggunakan satu persediaan gear box dalam setiap rally Pada pra pengujian para kompetitor diwajibkan memiliki gear box dan differensialnya yang dipasang pada mobil termasuk segala persediaanya.ini karena secara normal di bawa pada waktu yang sama sama bagiannya akan di tandai dengan nomor mobil mobil lomba (misalnya : Car No. 1 perlengkapan Gear Box No. 1R) Merek dan segel cap dan tanda materei akan dipasang / dibawa sesuai dengan spesifikasi yang dipublikasikan oleh FIA pada model mobil yang berbeda a) Gear box dan diffensialnya boleh diganti / tukar dalam areal parkir, dengan syarat bahwa juru tulis jalan dan penguji telah diberitakan terlebih dahulu untuk maksud tersebut.

33 b) Agar supaya pengecekan tetap berdasarkan regulasi maka pengawasannya dilakukan oleh penguji Agar pada saat penurunan atau pembongkaran gear box / differensial segel dan cap tetap sempurna (tidak rusak), dan masih dapat digunakan kemudian sesuai dengan syarat - syarat pengaturannya di atas Pada semua keadaan, segel materei cap harus tetap sempurna (tidak rusak) selama keseluruhan Rally berlangsung, dan penguji dapat setiap saat meminta kepada kompetitor untuk mengontrolnya di akhir Rally agar supaya pada saat penurunan / dibongkarnya selalu sesuai dengan pengecekannya Delegasi teknis FIA akan memberikan cap / materei pada semua mobil driver. Aplikasi kebijakan aturan pada mobil-mobil lainnya yang masuk dalam event tetap berada pada organizer yang disetujui oleh FIA Sisa dari cap / meterei akan dilakukan seperti cara yang dilakukan oleh Kompetitor untuk menggantinya dengan memakai tangan pada asesori yang memungkinkan. FLEXI SERVICE Untuk Peserta yang telah terdaftar, pasangan terdiri dari 2 (dua) peserta / kendaraan dapat melakukan dengan Flexi Service sebagai berikut. Flexi-service adalah kesempatan yang diberikan kepada 2 (dua) Peserta untuk mengadakan service Kendaraan pada waktu yang berlainan dengan group mekanik yang sama. Flexiservice dapat dilakukan oleh: 2 (dua) Peserta yang mendaftar sebagai satu team, 2 (dua) peserta dari satu entrant, atau 2 (dua) dua peserta dari entrant yang berlainan dan telah mendaftar mengikuti Flexi-service. Pasal-pasal ini untuk Service Park dengan waktu service 30 menit atau 45 menit (selain waktu service terakhir dari Rally) yang akan selalu diikuti dengan Regroup sebagaimana General Prescriptions Pasal Setiap Peserta, kecuali peserta dengan Mobil ke II / Flexi, harus memasuki Service Park sesuai Jadwal Waktunya. Pada waktu Mobil ke I / Flexi sedang di service, Mobil ke II / Flexi menunggu di Pre- Service Parc Ferme, diperbolehkan menunggu paling lama 35 menit untuk Flexi Service 30 menit dan 50 menit untuk Flexi Service 45 menit, sebelum memasuki Service Park tanpa dikenakan hukuman. Flexi Service 45 Khusus Flexi Service 45 setelah lapor TC SP (Service Park) In boleh dikemudikan yang mewakili peserta tersebut, keluar dan masuk TC PF dan waktu Service, serta waktu masuk lainnya boleh lebih cepat dari waktu yang ditentukan di atas, keterlambatan mengakibatkan dikenakan hukuman.
